Sorry, but I'm not a fan of this puzzle card.

The number plates are as good as red herrings, leading you into a fruitless search for city identifiers. Moreover if you take this approach, one of the plates is self contradictory.

When in fact, all that is needed is some basic code breaking.

I am at a complete loss with this card. Reading the posts above give me a hint for one and I can kinda see the link, but as for the others where to start?! Do the plates actually follow the patterns for the country in which the city is in (eg LL## LLL in GB)?

Sort of. However I don't think it's clear if that's intentional or coincidental. If deliberate, then MC appear to have made at least one mistake.
