Just starting to attempt this card, and noticed 2 of of the numbers were in bold on my card, (the 5 in the top row and the first 4 in the 4th row). Don;t know if they're relevant to the solve, just thought I'd point them out of this stage.

Well, I'm stumped. And I have no idea if those are supposed to be bold or not, because the first 2 kinda looks that way as well.

Spoiler: (highlight to read)

Since the answer page prompts you to put spaces in your answer without punctuation, my first guess is the answer is two words: first word 12 letters, second word 9 letters. I get this from the number of major columns. This is probably way off though.

I tried going through and getting the plain number for each one (5^3 = 125) and noticed that 5^3 and 4^3 are way higher than the other numbers, spaces in the message maybe?

Another perhaps thing to note is there is only one(quantity) zero(digit) in all of those.

My thoughts on this are that there is enough different combinations for this to be a substitution cipher, and the distribution of them looks to fit as well. Not come up with anything solid yet though.

Hint:

This one's a lot easier than it looks. The numbers aren't so much the key, it's more the layout.
