OK, I haven't got a solve yet, but.....
Spoiler: (highlight to read) If you separate all the "smilies" from the rest, you find there are 26 different ones, and I'm assured that's it's relatively simple from there.... Having said that, I'm rubbish at Spoiler: (highlight to read) substitution ciphers

You can guess the answer as people have said above, but I solved it by this:
major giant big hint follows Spoiler: (highlight to read)
And then solving technique follows: Spoiler: (highlight to read) He even has an interpreter, where you can type the text of the program. When initialized and run, it asks the question that others on this forum have alluded to.
