yes I did three lists in Excel and sort per the instructions.

I did this programmatically. Sort of the cheater's approach, but these "move through adjacent states according to some rule" puzzles are common enough in the universe that I can reuse it at some point.

I found that

depending on how you interpret the text, there are lots of possible routes for the three agents. Specifically, there are many times when two agents might be in the same state. Does the text mean that there's only one month when two agents are in the same state? That probably makes it a unique solution. At any rate, there are only 3 possibilities for the bomb state, so I just guessed through them.

To take it to the extreme, I could have typed all 50 states into the answer field, and then I would have the answer, but as I'm sure you appreciate that would be rather unsatisfactory.
