It's certainly a 'fun' one!

Remember... Wikipedia is deffinately your friend with this one!

Spoiler: (highlight to read)

On the outside edge you will see grid markers. Count the grid, it narrows down the sort of code used.

Also...

Spoiler: (highlight to read)

Only 2 colours in the grid to work with...

Hope it helps? Let me know if I'm too vague.

I went down sooooooo many dead ends on this one! Good luck!

Okay. Here's what I've got so far, but now I'm stuck. Any additional hints anyone can give? Many thanks.

Spoiler: (highlight to read)

With hints, I was able to figure out the binary info. The question is, "Who first leaked the documents?" Then, I figured that the "stars" in the flag (which equal 47) reference either the 47th state of the U.S., New Mexico, or 1947. . . both of which could deal with MJ-12 and the follow-up to the Roswell UFO controversy. So here's my question. . . Am I on the right track, and if so, how can I find out who "leaked" the docs, and which doc is truly being referenced? If I'm totally wrong, can anyone help me get on the right track? Thanks all.

I think you're on the right track. I came up with the same outcome as yourself. As yet cannot find the answer.

Nope!! Not quite the right track - I wasted a lot of guesses on the same assumption. Try just focusing on ...

the shape of the stars and the number 47.
There are some other historical documents that were famously 'leaked'.

I found it by using ixquick.com and searching the question. The answer was in the first thing that popped up

I don't have this card (and don't think I'll ever get it!) but I was feeling nostalgic and went and found the card online:

Is the answer (to those who know) something that begins with Z?
