The number on this card <i>is</i> active, in that you get a recorded message which is unnecessary for solving the card. In that respect it is exactly like Bar None. Where it differs is that the Bar None number directed you to a website. This one doesn't (yet).

Let's go through the possibilities for the number:
Mistake: Number was never meant to be used.
Change-of-mind: What I think sloth007 is suggesting - the number was intended for use, but MC decided against it.  
Not-ready-yet: The number is meant for future use - my own guess. ARG, anyone?
Active: The number is already in use, but no-one's worked out its purpose yet. I mean, has anyone actually <i>tried</i> leaving a message?

You correctly figured out what I was suggesting.  I must admit I never tried the number, just took the advice on the solve page not to call at face value.

I'd dialled the number before I saw the warning. I'd like to claim that it was the ARG mentality of assuming a phone number or e-mail address was there to be used, but in reality it's just that I wanted to confirm the answer before going to the solve page.  :wink:

Meanwhile, the plot thickens. From looking through Perplexorum, it appears that the PXCPD number has been given out by MC previously - about a year ago, and didn't appear to be being used then either.
This makes it even more puzzling why they used a real number on the card. Why not create a fictional dialling code for Perplex City, or use the old Hollywood trick of a "555" number?
At the very least, it looks like MC are trying to keep their options open...

It <i>is</i> the same number - thanks. It looks like the poster at Perplexorum must have been mistaken, or else forgot about that event. 
So this does appear to be a phone number which MC holds in reserve.]]></description>

No, it's the correct number. The answering machine message has changed since my last post on this thread.

It's been mentioned on Perplexorum that this is a Skype number, and (I believe) the answering machine message we were originally getting is a default one. 

My guess is that MC let go of the number between the card design and its release. Then some time after the start of S2, the number was reassigned to Twinkleboi, who can't understand why he's being bombarded with applications to join the police force!

This all goes back to the question of why use a real number on the card, and not a "555"-style fake one.
Either it was an error of judgement (the number had been used by MC in the past, so the puzzle architect assumed it was "safe"), or else MC were planning to use it again in the ARG...]]></description>
